Ukraine imposes sanctions on five crypto platforms
Ukraine has imposed sanctions on five cryptocurrency platforms: RAPIRA, ABCEX, Aifory Pro, WhiteBird, and MarketCoin.io. The decision by the National Security and Defense Council of Ukraine (NSDC) was enacted through presidential decree No. 1037/2026 on October 11, 2026. The sanctions were introduced at the suggestion of the National Bank of Ukraine and include the cessation of electronic communication services and blocking access to the platforms' websites within Ukraine. The listed companies are registered in various jurisdictions: RAPIRA (Rapira Group) in Georgia, ABCEX (Nueva Cryptologia) in El Salvador, Aifory Pro (SOOTY LLC) in the Marshall Islands, WhiteBird in Belarus, and MarketCoin.io in Thailand. The restrictions are set for 10 years and involve blocking the websites rapira.net, abcex.io, aifory.pro, whitebird.io, and marketcoin.io, along with their equivalents. Additionally, access to specific Telegram channels related to these services will be restricted. The sanctions do not include asset blocking, focusing instead on online resource access and electronic communication networks. The NSDC has instructed the Cabinet of Ministers, in cooperation with the Security Service of Ukraine and the National Bank, to implement and monitor the sanctions' effectiveness. The Ministry of Foreign Affairs of Ukraine is to inform relevant authorities in the European Union, the USA, and other countries about the imposed restrictions and raise the issue of similar measures.

AI Policy Risk Sparks Selloff, BTC Breaks $76K | WEEX Weekly Recap (2026.11.02-11.06)
The market quickly shifted from post-election risk recovery to AI policy risk and data-center restriction pricing. After Democrats gained a clear seat advantage in the midterms, risk assets first traded lower uncertainty, but data-center limits, tighter AI regulation risk, and tech valuation pressure became the new selloff triggers. Thursday’s tech and AI-chain decline pulled BTC below $76,000, moving the market from earnings trades into a second-wave volatility window.
