TCU Concludes Analysis on Adoption of Blockchain Technology in Government Procurement Portal
The Federal Court of Accounts (TCU) has concluded its analysis process regarding blockchain technology in the National Public Procurement Portal (PNCP). This ruling, numbered 2513, finalized the monitoring phase of the government tool on Friday (25).
The audit was led by Minister Jorge Oliveira within the federal court. The magistrate mapped out the pathways for the adoption of distributed records in state bidding processes.
All ministers present in the plenary approved the report drafted by Oliveira without dissent. Thus, the court declared the completion of the objective set at the start of the investigation.
Integration of Blockchain Technology in Procurement Platforms
The study by the oversight agency focused on the infrastructure and scope of the country's procurement system. This digital platform centralizes the disclosure of product acquisitions by the federal public administration.
The blockchain technology draws the attention of state agents to the security of public data. The blocks of information lock the files and prevent fraud in contracts made with private suppliers.
A team of auditors verified the structural requirements to support the data load on the decentralized network. The process delivered technical guidelines to frame future updates in the government's virtual environment.
Artificial Intelligence Gains Ground to Map Expenses
In addition to the architecture of inviolable records, the judicial determination allowed the use of algorithms for new audits. Members of the Specialized Audit Unit in Information Technology (AudTI) will provide technical support to their colleagues in the court.
Technology specialists will assist the Specialized Audit Unit in Procurement (AudContratações) in the coming months. The new investigation prioritizes the use of artificial intelligence to analyze the purchasing history of the executive branch.
Automated tools will track the items purchased most frequently by federal government agencies. The initiative cross-references information from various contracts to identify waste of public funds.
Programmed computers execute database readings in fractions of seconds. The court seeks to apply automation to close gaps in spending and save taxpayers' money.
Communication to Ministries and Filing of Records
The case rapporteur in the court, Oliveira, demanded the dispatch of the decision to the executive power secretariats. The Ministry of Management and Innovation in Public Services (MGI) is included in the delivery route of the documents.
Members of the Management Committee of the National Public Procurement Network also received the ruling in full. The exchange of communications aligns the rules of digital protection among planners of national bids.
Plenary ministers ordered the final merging of this process with an audit protocol from 2021. This merging of files organizes the research archive for the work of other auditors in Brasília.
The authorities voted to approve the analysis under the leadership of Minister Walton Alencar Rodrigues. No technical reservations marked the meeting of the magistrates assigned to the session.
The text published in the Official Gazette of the Union legitimizes the use of technological innovations in the bidding panel. With the court's approval, public managers assume the duty to modernize the state's anti-fraud control.
