Nigeria’s CBN Reportedly Sets Stablecoin and P2P Rules

If the framework takes effect as described, the immediate change would not be a broad retail crypto ban, but tighter restrictions on who can legally operate payment-stablecoin and P2P businesses in Nigeria. The reported capital minimums and identity-linked payment checks would favor locally licensable, compliance-intensive operators. Firms offering token products may also need clearer definitions to determine whether they fall under the CBN’s non-securities framework or the SEC’s securities framework.
A current report says the Central Bank of Nigeria has issued regulations for non-securities virtual-asset operations, effective November 5, 2026. The reported framework would establish separate capital thresholds for stablecoin issuers, require special approval and BVN-linked checks for platform-facilitated P2P activity, and leave securities-related digital assets under Securities and Exchange Commission oversight.
The Reported Capital and P2P Rules
The supplied report says the framework would establish three capital categories rather than a single blanket requirement. It lists NGN 10 billion in paid-up capital for Naira-pegged Class 1 stablecoin issuers, NGN 15 billion for foreign-currency-pegged Class 2 issuers, and NGN 1 billion for other covered non-securities virtual-asset service providers.
For stablecoins, the same report says Class 2 foreign-currency issuers must be locally licensed entities. It also says algorithmic stablecoins and similar categories are prohibited, although the available material does not specify the exact definition of that category.
For peer-to-peer activity, the report describes a permissioned model rather than an outright ban. Platform-facilitated P2P operations would require special approval from the CBN. Before regulated tokens can be released or credited, platforms would need to verify that the name on the Naira payment account matches the user’s Bank Verification Number record. The reported change is therefore operationally significant for exchanges and P2P platforms, as it links token releases to bank-verified identity checks.
Where CBN Oversight Is Said to End and SEC Begins
The supplied report says the CBN framework covers non-securities virtual assets and stablecoins used for payment, settlement, and exchange, while securities-related digital assets remain under SEC oversight. This is the central jurisdictional division readers need to understand, although the materials provided do not allow the precise legal boundary to be mapped in detail.
There is at least some primary-source context for why that division matters. On its official Registered FinTech Operators page, SEC Nigeria lists Wrapped CBDC Ltd, trading as cNGN, as a “Digital Asset (Stablecoin) Offering” and an Accelerated Regulatory Incubation Program participant from August 29, 2024, to August 28, 2025.
That SEC listing does not confirm the new CBN framework, but it shows that the SEC had an identifiable stablecoin-related supervisory role before this reported move. In practice, token issuers and platforms will likely care less about labels alone than about whether their products are ultimately treated as securities or as payment and settlement instruments under a non-securities framework.
What the November 5 Date Means Right Now
The current report identifies November 5, 2026, as the regulations’ effective date. That gives operators a key timing marker, but it does not answer questions about application windows, transitional treatment for existing firms, the sequence of enforcement, or the exact BVN-matching workflow for P2P transactions.
Those missing details matter because the reported rules are specific enough to affect business models, while the finer points that determine day-to-day compliance still depend on the final regulatory text. For now, the clearest practical reading is that the reported framework would raise barriers to entry for stablecoin issuance, place platform-facilitated P2P activity within a bank-verified identity process, and preserve a separate SEC route for securities-related digital assets.
